I think Betsy Ross and Francis Hopkinson created the flag because Betsy Ross was mostly focusing on the stars andstripes not the fabric.Betsy Ross’s grandson William Canby had the Five pointed star,and the granddaughter of Francis Hopkinson had receipts the second receipt was for the first naval flag so Francis Hopkinson must have designed the nations first flag.
